Yesterday KSDK Channel 5 aired a story on St. Louis University’s demolition of the historic livery stable on Locust Street. Reporter Mike Owens did a great job laying out the potential for reuse of the building in light of the university’s claims that the building must be demolished for parking. Watch the story here.

If the Anarchists Did Not Exist, We Would Invent Them (Oh, Wait, We Did!)

In the wake of this week’s fire at the Villas of St. Louis site, many pundits are once again raising the tired claim that local anarchists may be responsible for the fires. (Another equally dubious strand of thought blames labor unions.) No doubt that the fire is an arson, like the fires that plagues job sites in the city last year. However, the notion that local anarchists are responsible for the fire is baseless.

Local anarchists have no history of perpetrating violence, and have so many different opinions about what anarchy looks like that it’s hard to even categorize the self-professed ones together. They are far more likely to hand one a ‘zine on the joys of polyamory than teach the lessons of making a bomb. Certainly some anarchists that I know romanticize violence. After all, the idea of abandoning civil government in its entirety is an indirect endorsement of force and competition. A few local anarchists may have found the arsons last summer warranted because they proved the ham-fisted theory that all private urban development is gentrification. However, beyond one infamous ‘zine and a handful of semi-anonymous comments left on the local Indymedia site, the public anarchist endorsement of the arsons was almost non-existent. Unless one has inside information — and I doubt that the commenters on Urban St. Louis have been to the latest Colibri solstice party — the claim that “the anarchists” endorsed or committed the arsons is reckless.

The St. Louis police department has issued no evidence suggesting that anarchists or other political dissidents were involved in the fire. No anarchists have taken credit for the fires, which is what a shrewd political movement would do after perpetrating a major arson. There is absolutely no public evidence supporting the claims being volleyed online. The worst offense committed by the anarchists is perhaps a facile stance on urban development, but otherwise there is nothing on “them.”

Perhaps there is a bit of romanticizing coming from the accusers. The idea of semi-secret “terrorists in our own midst” who hold fundamentalist (political) beliefs is not a new phenomenon nowadays. Narratives of heroic developers rebuilding a city being plagued by a strange internal enemy would make for good cinema — and good rhetoric for anyone who wants to ascribe to development a moral dimension. As philosopher Slavoj Zizek said in a 1994 interview, “You formulate your identity on the fantasy that the Other is the one who automatically wants to steal from you.”

St. Louis University Ready to Wreck Another Beautiful Building

The brick former livery stable at the northwest corner of Locust and Josephine Baker (formerly Channing) stands out as an expressive masonry building that serves as the western anchor of the commercial district on Locust Street that is typified by a streetscape of two-story commercial buildings. West of this building are the taller, more monumental buildings of Midtown. This building’s presence eases the harshness of the transition between the two architecturally distinct areas.

R.W. Crittenden built the first section of the two-story brick Romanesque Revival livery stable in 1885, with additions in 1888 and 1889 as well as a major remodeling in 1902 by architect Otto Wilhelmi. In 19th and early 20th century St. Louis, the livery stable was a place where horse owners boarded their horses for a fee to keep their boarding away from genteel residential streets or to store their horses while they enjoyed a day in the central city. (Another related and prevalent building type was the carriage repository.)

Located on the section of Locust Street known as “Automobile Row” because of its 20th century association with automobile distributorships, dealerships and repair shops, the building’s use by the 1920s as the salesroom of the Salisbury Motor Company comes as no surprise. In recent years, the building has been used for storage, with its windows filled in and its street elevations painted white. A spate of recent historic renovation projects on Automobile Row make it a likely candidate for reuse. Apparently, there have been many suitors in recent years although St. Louis University won out when the building was for sale in 2004.

The university plans to demolish the building for parking related to its new arena located four blocks south. On May 31, 2007, St. Louis University applied for a demolition permit. The old livery stable enjoys no protection, since it lacks both official landmark status and preservation review (the 19th Ward opts out of preservation review). Alderwoman Marlene Davis (D-19th) has introduced a bill to vacate the alley between the livery stable and a parking lot to the north.

In response to the proposed demolition, Landmarks Association of St. Louis included the building on its 2007 Eleven Most Endangered Buildings List. There is much to admire in the building’s robust form, adaptable interior and articulated brickwork. Surely a better future than demolition is possible.

SLU Applies for Demolition Permit for Historic Livery Stable

On May 31, St. Louis University applied for a demolition permit for the former livery stable building at the northwest corner of Locust and Channing (see record here). The possible demolition had been rumored for months. If rumors of end use are true, expect a parking garage or lot where a restored and vital part of the Locust Street business district could otherwise be.

Alley Closure Bill Indicates Livery Stable May Be Endangered

Rumors that St. Louis University plans to demolish a former livery stable at 3401 Locust Street are bolstered by a bill introduced at the Board of Aldermen by Ald. Marlene Davis (D-19th). Board Bill 129 would vacate the alley in the eastermost 239.47 feet of the alley on the block bounded by Locust on the south, Theresa on the west, Washington on the north and Channing (also known as Josephine Baker) on the east. This is the stretch of alley between the old stable and a parking lot owned by St. Louis University to the north.

R.W. Crittenden built the livery stable in 1885 with later additions in 1888 and 1889. A major renovation occurred in 1902 from plans by architect Otto J. Wilhelmi. In the 20th century, the stable served as a sales room for the Salisbury Automobile Company; it stood in the stretch of Locust known as “Automobile Row.” In recent years, the brick building was painted white and had its windows filled in. However, broad arched entrances are evident in addition to other masonry elements common to the local interpretation of the Romanesque Revival style.

With this board bill, the fate of the building seems bleak. Landmarks Association of St. Louis lists the building on its 2007 Eleven Most Endangered Buildings list.

Eight St. Louis Area Sites Headed to National Register

At its quarterly meeting Friday in Joplin, the Missouri Advisory Council on Historic Preservation voted to approve the following St. Louis area nominations to the National Register of Historic Places and forward them to the Keeper of the National Register:

  • Holly Place Historic District (prepared by Carolyn Toft, Michael Allen and Tom Duda for Landmarks Association of St. Louis)
  • Plaza Square Apartments Historic District (Carolyn Toft and Michael Allen for Landmarks Association of St. Louis)
  • Glen Echo Historic District (Ruth Keenoy, Karen Bode Baxter, Timothy P. Maloney and Sara Bularzik)
  • Ramsey Accessories Manufacturing Company Building (Matthew S. Bivens for SCI Engineering)
  • Harrison School (Julie Wooldridge for Lafser and Associates)
  • Hempstead School (Julie Wooldridge for Lafser and Associates)
  • Olive & Locust Historic Business District (Julie Wooldridge for Lafser and Associates)
  • Wagoner Place Historic District (Kathleen E. Shea and Jan Cameron for the Cultural Resources Office, City of St. Louis)

All votes were unanimous, although the Plaza Square Apartments Historic District is being sent for substantive review due to its construction date within the past 50 years. Nominations forwarded by the Advisory Council are typically listed on the Register within 45 business days of approval.

Notable among the approved nominations are the Plaza Square Apartments district, a local milestone of midcentury urban renewal and modern architecture. Under national regulations, nominations of properties that have achieved significance with the past 50 years require a demonstration of exceptional significance. Such nominations are infrequent, but contribute to greater recognition of the architectural achievements of the middle of the twentieth century.

Also interesting was the deliberation over the Ramsey Accessories Manufacturing Corporation Building at 3693 Forest Park Boulevard in St. Louis city, a nomination that raised issues of integrity due to the yet-incomplete removal of the stucco and concrete slipcover added in 1969 that covers the three-story building,. built in 1923 with addition in 1934. Fortunately, Bivens unearthed a wealth of information on the Ramsey Corporation that manufactured the “Ramco” piston ring and showed that the primary elevation is largely intact underneath the slipcover. The McGowan Brothers have an option on the building and hope to restore its original appearance.

One nomination not approved was that of Big Boy’s Restaurant in Wright City. The Council tabled the nomination due to concerns about an underdeveloped statement of significance while generally finding the building eligible for listing. With some improvement, the nomination should be in good shape by the next quarterly meeting in August.

Praising Pius XII Memorial Library

Last week The University News, St. Louis University’s campus paper, published a letter to the editor that I wrote about proposed changes to Pius XII Memorial Library, a fine work in the Modern Movement style.

Here is the text of the letter:

I read “University Librarian Staines addresses Senate: with great interest. As an architectural historian, I am concerned that St. Louis University does not recognize the value of Pius XII Memorial Library. Built in 1959 from plans by Leo Daly and Associates, Pius Library is an exquisite example of how modernist architects used repetition and juxtaposition of material, minimal ornamentation, clear forms and open space to create dramatic and functional spaces. To some, Pius Library may seem like an outdated facility, but to others very unique qualities are evident. Here we have a carefully-detailed and well-preserved mid-century library containing such fine details as matched wood species between desks and doors, ample natural light in the upper reading areas and widespread use of colorful ceramic tiles and marble to punctuate wall expanses. The furniture itself is architect-specified and an integral part of the interior harmony.

Very few strong modernist university libraries have survived renovation projects like the one Staines envisions without significant loss of historic integrity. At the present time, historians like myself are involved in reinterpreting the mid-century architectural legacy that includes buildings like Pius Library. There is growing scholarly appreciation of buildings from 1930-1970, but there is also rampant demolition and alteration hampering efforts to record and study what was built in that period. Thankfully, St. Louis has responded to this reappraisal by showing interest in thoughtful preservation of modernist buildings. From the cherished Ethical Society building to the under-renovation Plaza Square Apartments, mid-century architecture has found some respect here.

Many universities have newer libraries that are comfortable but not as significant as Pius Library. St. Louis University should consider the legacy left by a careful, sensitive renovation that enhances the qualities that make Pius Library part of our city’s architectural heritage. The very fact that St. Louis University retains its modernist library in such fine condition sets it apart, and is worth celebrating.

Good Idea from Grand Center

While it may seem like a small act, Grand Center’s effort to light vacant storefronts windows along Grand Avenue between Olive and Delmar is a good model for dealing with vacant space. Here, the redevelopment corporation used colored lights and paper to give empty spaces a pleasing night-time glow. The effect is helpful in an area known for its dead sidewalk life and plethora of empty storefronts.

Other neighborhoods should consider the big effect that lighting, posters, window displays or other decoration can provide. While waiting for development, there’s no reason that vacant spaces have to be lifeless. After all, a small first step toward drawing attention to a space could lead to the end result of a signed lease or completed rehab. Every space from a storefront to an entire house can be decorated, and I encourage readers to urge their neighborhood groups to implement a decoration plan or, better yet, implement one of their own (no spray paint, please).

Now, if Grand Center could get St. Louis University to encourage its students to get off campus for lunch…
