Baron May Seek Distressed Areas Land Assemblage Tax Credit Act; Discussion Needed

According to recent articles in both the St. Louis Business Journal and the St. Louis Post-Dispatch, developers McCormack Baron Salazar may seek the new Distressed Areas Land Assemblage Tax Credit for the massive Chouteau Lake and Greenway project that they have contemplated for nearly a decade. This possibility is based on the fact that the state Department of Economic Development considers the entire city of St. Louis a distressed area under the legal definition of the tax credit act. Thus, any project in the city that meets the tax credit’s other requirements could qualify.

This probably isn’t what the authors of the tax credit had in mind, but the use would not be a bad thing. After all, the connection between the south side and downtown historically has been weak due to the railyards and Mill Creek before that. While rail lines are important and could see greater use in future times, the visual and physical barrier along the southern edge of downtown is detrimental. On one side, we have downtown and its burgeoning vitality. On the other side, the strong historic neighborhoods of the near south side. Between, we have the rail yards, the anti-urban campuses of AmerernUE and Ralston Purina and countless marginal uses. Making connections across this expanse will be a huge and visionary undertaking.

According to Richard Baron of the firm, he and his partners already control 23 acres in the project area. The tax credit would allow them to acquire more. Their project is unlikely to involve any residential relocation at all, although it may eventually include eminent domain.

While perhaps not the most pressing need for urban development, the Chouteau Lake project could be very good for the city. The details need full and open discussion. That discussion would benefit from the participation of developer Paul J. McKee, Jr., who has big plans for the northern edge of downtown. Unlike Baron, McKee has not published any rendering or discussed many details of his project. McKee has stated that he wants to use the Distressed Areas Land Assemblage Tax Credit in north city. In fact, his attorney Steve Stone is credited with writing the first version of the tax credit act.

These two large projects on the edges of downtown could unite the central city to its neighborhoods. The Distressed Areas Land Assemblage Tax Credit could enable wonderful urban-scaled projects that resolve big, old problems in the city — or it could enable years of neighborhood fear, deferred dreams and unfulfilled promises. Baron and McKee need to engage the public, each other, city planners and neighborhood leaders so that we don’t let two good opportunities turn into huge failures.

Marti Frumhoff Memorial Garden, Mullanphy Emigrant Home Efforts Moving Forward

Christian Herman announces a new blog covering fundraisers for the Marti Frumhoff Memorial Garden, including the fun event held at Tin Can Tavern this past Saturday.

Meanwhile, some work has begun on the effort to rebuild the Mullanphy Emigrant Home. E.M. Harris Construction Company has performed stabilization and debris removal needed to prepare for reconstruction of the south foundation wall. The New Old North blog posted photos of work back on July 17. More work has taken place since then, and foundation work could start any day now. Look for further updates there and here.

St. Louis Hills Office Center to be Rehabbed, Not Fully Demolished

Fans of mid-century modern design had already mourned the loss of the St. Louis Hills Office Center, that multi-story brick office building at Chippewa and Watson in St. Louis Hills. Eloquent prose and loving photographs are online at Toby Weiss’ B.E.L.T. and Rob Powers’ Built St. Louis. Demolition work is underway, with the parking garage heavily destroyed and the office building notably damaged. However, an article in yesterday’s Southwest City Journal reports that the elusive owners are in fact renovating the office building, not demolishing it. Only the parking garage will be completely removed.

However, given the damage to the office building the new version will certainly be something less that what was there before. The eulogies may still prove apt.

Summary of Monday’s Preservation Board Meeting

On Monday, the Preservation Board met. Commissioners John Burse, Mike Killeen, David Richardson, Mary Johnson, Anthony Robinson, Alderman Terry Kennedy and Richard Callow were present. Follow along with the agenda published here; that includes detailed reports on all items.

Here is a summary of the proceedings:

PRELIMINARY REVIEW – DEMOLITION

The Ville: In the end, the Board voted 4-3 to accept staff recommendation to demolish eleven homes in the The Ville Historic District. Commissioners Kennedy, Richardson and Johnson voted “yea” while Commissioners Robinson, Killeen and Burse voted “nay.” Chairman Callow broke the tie by voting “yea.” During testimony, Alderman Sam Moore stated he would just as gladly mothball the buildings as tear them down, as long as something was done. He actually consented to staff recommendation after back-and-forth with Cultural Resources Director Kate Shea.

3911 & 3961 Blair: After rejecting a motion by Kennedy to approve demolition of both houses, the Board voted 4-1 (Killeen dissenting) to approve demolition of 3911 and deny demolition of 3961 Blair. Alderman Freeman Bosley, Sr. already broke his earlier promise to support no further demolition in the Hyde Park Historic District and urged approval of both, especially 3911 which — if the city sells the lot to a homeowner — will become the site of a gazebo, circle drive and swimming pool for a house next door.

PRELIMINARY REVIEW – NEW CONSTRUCTION

Both items approved with staff stipulations. The number of permits this month was atypically low.

APPEALS OF STAFF DENIALS

5286-98 Page Boulevard: Owners obtained a continuance; matter not considered.

4635 Martin Luther King Drive: This controversial issue, subject of a recent “You Paid for It” segment on Fox 2, died down after Alderman Moore promised a land swap with the church seeking demolition. Moore is in favor of preserving the so-called Doctor’s Building. The Board unanimously denied the appeal, and the pastor stated he would pursue the swap to get parking space elsewhere.

7416 Vermont Avenue: The Board unanimously denied the appeal of a church seeking to demolish a historic parsonage in Carondelet.

NATIONAL REGISTER NOMINATIONS

The Board approved all nominations to the National Register of Historic Places.

State Funding Brownfield Cleanup for New Housing in Bohemian Hill

Environmental Improvement and Energy Resources Authority Awards $15,000 to Red Brick Community Land Trust for Environmental Cleanup of Soulard Brownfields Site

The State Environmental Improvement and Energy Resources Authority (EIERA) has selected the Red Brick Community Land Trust to receive $15,000 to address petroleum related contamination of a Soulard brownfields site.

The EIERA will make the award to the RBCLT in a public ceremony at the property location, 1805 S. Tucker Street, St. Louis on Thursday, July 19, 2007 at 9:30 a.m. (Rain Site: 2020 S. 12th St.)

The Red Brick Community Land Trust will use the money to remove petroleum-related contamination enabling a residential development to proceed on the property in the Bohemian Hill neighborhood, part of the Soulard area. Red Brick Community Land Trust was established in 2001 as a non-profit organization that secures permanently affordable housing for low-income St. Louis metropolitan residents.

“Affordability in Soulard remains problematic, thus the Bohemian Hill property is an attractive location for this proposed project,” said Jerome Govero, a member of the EIERA Board.

A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.

The EIERA received a $1 million grant from the U.S. Environmental Protection Agency to capitalize the Missouri Brownfields Revolving Loan Fund that will provide loans and subgrants for cleanup of sites contaminated with petroleum and hazardous substances. The EIERA works with the Missouri Department of Natural Resources Brownfields Voluntary Cleanup Program to support brownfields cleanup activities so
that redevelopment and reuse of properties can proceed.

This Friday: The Rebirth of St. Francis de Sales


“Faith and Preservation: The Rebirth of St. Francis de Sales” raises the Preservation Week curtain on the evening of Friday, May 11th. After a brief organ recital and a special welcome by Archbishop Raymond L. Burke visitors will learn about needed repairs to and renovation of the fine Gothic Revival church (the “Cathedral” of the South Side) and its parish buildings pictured above. The formal program (starting promptly at 5:30 p.m. in the sanctuary located at Gravois and Ohio) will be followed by tours of the parish buildings and a reception featuring German wine in the church basement. What Landed on the Hardt Building?

Blame it on a bad mood at the moment, but seeing last night the Hardt Building at the northwest corner of Chippewa and Brannon bearing a huge wooden growth was quite a shock. The “growth” appears to be a one-story frame penthouse addition; a search of Geo St. Louis shows no corresponding building permits.

Here we have one of the finest examples of art deco architecture on the south side, standing in the dense and intact historic “Northampton” or Kingshighway Hills neighborhood. The Hardt Building’s stark, streamlined look is reinforced by the later, neon-robbed curved Keller Apothecary sign at the corner. Its visible addition of a third floor and its kissing cousin on Hampton (discussed by Toby Weiss here) add some intrigue; the obvious bow of the Chippewa elevation wall adds drama.

What does the addition add, besides more office space? It adds architecture at odds with the dramatic lines and parapets of the building below. It adds a visual focal point that overpowers the building below, capturing the eye and pulling it away from the bliss of jazzy polychrome masonry.

To get a better view of the addition, I headed west in the alley north of Chippewa. While the streets of this area are obviously packed with lovely brick buildings from the early-to-middle twentieth century, the alleys retain an amazing abundance of historic garages. Here we have an area west of Kingshighway and south of Arsenal more ripe for historic district status than many areas that are already listed on the National Register of Historic Places or City Landmark rosters. While a local district status is unfathomable for this area at present time, a national district would bring the tax incentives to discourage inappropriate alterations like the one rising on top of the Hardt Building.

Bohemian Hill Residents Converge

Someone who attended the first meeting of the Bohemian Hill Neighborhood Association on Thursday night had this to report: There were about 50 people in attendance, including Democratic Central Committee chair Brian Wahby. The discussion was intense and at one point centered on how Alderwoman Phyllis Young has yet to meet with residents of the small neighborhood, and at another centered on how people don’t want to live next to a strip mall.
