Passage of a Block Face: 1900 St. Louis Avenue, North Face

Following the trail from the recently-demolished house at 1951 St. Louis Avenue, let’s examine the rest of the block two years ago. Here were the thee buildings east of that house.

At the left, see a very stately Italianate single-family home. In the center is a brick tenement, with thew front wall painted and a likely mansard roof destroyed by fire; this building was razed in 2007. Both buildings were owned by the city’s Land Reutilization Authority. These represent common styles and forms for the 1880s. The building at the right is an apartment building that is occupied to this day. This building demonstrates the near north side architectural sensibility of the 1890s — the mansard roof form remains, but it is divided by a prominent brick dormer. The cornice is brick, not wood, and the entrance is formed by a generously wide Roman arch.

The Italianate home today stands vacant, and the east wall of the rear ell is starting to lose bricks fast.

Anchoring the block faces eastern end is another 1890s building, a solid three-story storefront building housing Fleetwood and Son’s. Behind the sleek modern vitrolite facade is one of the north side’s coolest bars. (Warning: Fleetwood’s is a 30-and-over establishment, so young punks should hang elsewhere.)

A 1909 Sanborn fire insurance map shows eight buildings on this (north) side of the 1900 block of St. Louis Avenue. Three of these, long gone, were large buildings. Just west of Fleetwood’s stood the North Branch of the Young Men’s Christian Association. Between the house at the other corner and that Italianate house were St. Paul’s Methodist Episcopal Church and a large mansion enjoying a generous side yard between it and the church.


The 1964 Sanborn fire insurance map shows that the North Branch and the mansion were gone. The Romanesque Revival St. Paul’s, which had been built in 1902 and designed by Matthews & Clarke, survived until 1998 when it was senselessly demolished by its owner (LRA).

Last year, all of the remaining buildings on the north side of this block (across the alley) were decimated by brick thieves operating with rapacious precision. This spring, those damaged buildings came down. What does the future hold for this block?

The Italianate house seems destined for demolition next. (May that not be the case.) The apartment building and Fleetwood’s, though, are going to be around for a long time to come. What fills in around them is anyone’s guess. Will it be new homes or shops that express the sense of place that the fallen buildings did? That depends on what our sense of this place is when we building — or, more likely, the sense of who does the building and who delivers a vision for rebuilding St. Louis Place to that builder.

It’s easy to shudder at the prospect. After all, the current sense of St. Louis Place held by many is confused and beneath the dignity of the neighborhood’s generations of residents, past and present. Once a certain sense emerges, rebuilding will lead to a block face as engaged in the values of its age as this block face once was. Although we have seen tragic loss of this block, let us not neglect to lay out the blueprints for a rebuilding that will honor our heritage.

The House at 20th and St. Louis

We shall never again see this beautiful house at the northeast corner of 20th Street and St. Louis Avenue in St. Louis Place, just north of the boundary of the Clemens House-Columbia Brewery National Historic District. Wreckers took down the house last week as part of a city demolition package. The house had fallen on hard times. Vacant for years, the house lost its roof through collapse and sections of the western wall were beginning to collapse inward. Its owner was an elderly man who lived in the ruins; he was apparently on a bus downtown to try to stop the demolition when the wreckers started their work. The home was mostly gone when he returned.

Nonetheless, the beauty shone through the devastation. This was one of the few early large corner houses on St. Louis Avenue. Notice the shallow setback from St. Louis Avenue and the lack of any setback at all from 20th Street. Originally a single-family home possessing the same grandeur of its peers on the avenue, the house is resolutely urban in character. St. Louis Place had an order of fine houses, and homes on St. Louis Avenue were more prosaic than the slightly more expensive ones that lined both sides of the St. Louis Place park. Hence this house balances the expression of wealth its owners intended with a conventional placement of the home typical of the street. No one could have expected seclusion on a main thoroughfare.

What was most striking about the home was its intact features. Although derelict, the house was never painted and kept its wooden windows, the cornice, dormer, slate shingles and even its roof cresting. The eclectic mix of Second Empire and Italianate features was restrained by the purity of expression typical of its time (likely the early 1880s). The front wall was brick, the lintels simple stone arches. There was little pretense despite its stylistic impurity.

Standing vacant, the home was almost frozen in time. While the home remained immobile, the forces of water, gravity and time moved forward against the house.

Brick Rustlers Decimate Wright Street Block

Five years ago, almost every residential unit on the 1900 block of Wright Street in St. Louis Place was occupied. These units were rentals in conditions ranging from good to poor. None of this housing was rehabilitated, but the buildings on the block were in solid condition with average deterioration for their age.

The buildings formed a balanced array of different vernacular styles. On the south side of the street, east of a vacant lot, was a brick-faced, mansard-roofed, three-story former single-family home. That house was vacant. East of that, a side-gabled two-story two-flat. East of there was a row of flats — two stories with attic, side-gabled brick with striking and simple details.


Across the street was a flat-roofed two-flat probably built a little later than its neighbors. (See photgraphs of this side of the block before rustling.) This building had a Romanesque Revival arched window on the first floor and a dentillated tin cornice above terra cotta garlands. To the west was a two-story alley house reconfigured to face Wright Street, probably after the demolition of the house that stood in front of it.

West of that, another house set back — three stories, dormer on the front of the roof, corbeled brick cornice. That house stood next to a few vacant lots. Completing the north street face was a three-story half-flounder two-flat with a front dormer. The house had brick corbels at its cornice, perhaps replacing an earlier wooden cornice. This house was very typical of late 19th century vernacular tenement buildings in the city. It shared a wall with the block’s crown jewel, a three-story row of flats with mansard roofs, cast iron balconies, detailed limestone keystones and decorative brickwork.

The block’s architecture was amazing, yet typical of the stock of the near north side. The conditions of the buildings were likewise typical. The block needed improvement, and the houses rehabilitation, but in many ways the block was doing a lot better than most in the neighborhood.

Then, in 2005, came an investor from St. Charles County. Not Paul McKee, but another notorious large-scale developer named Doug Hartmann. Hartmann bought the ornate row on the north side of the street, relocated the tenants and started rehabbing the building. Then his mortgage scheme caught up with him, work stopped, and the building sat open and empty.

Later that year, the other big developer came to the block. McKee’s holding companies started with the flat-roofed house and evicted the tenants. The holding companies took another 18 months to acquire the rest of the block, save Hartmann’s property and the vacant house. Everyone moved out. A small glimmer of hope emerged when the titles to Hartmann’s properties were cleared and some of his investors acquired the row, but no work resumed. Last spring, illegal dumping started at one of the McKee houses (see my post “Silence is Golden” from May 2007). Then a plague descended on this block and all over St. Louis Place — brick thieves.

Never before had north city seen such a geographically-concentrated amount of brick rustling. Brick rustling is the activity in which unlicensed workers demolish abandoned properties solely to steal the bricks and sell them to brick yards for quick cash. What happened on Wright Street happened on Montgomery, St. Louis, Coleman, Garrison and many other streets in St. Louis Place and Jeff VanderLou. The rustling began in early 2007 and continues to this day. The targets seem to primarily be McKee-owned property. While the buildings are easy opportunities, and many of these buildings had been occupied only recently and thus unavailable for rustling, the timing has prompted much suspicion of a concerted effort on someone’s part.

Earlier this year, the thieves had made their way through most of the buildings. The flat-roofed building and the exquisite row were standing intact until this February, when rustlers hit hard and fast, taking out pivotal front corners. For some reason, the thieves didn’t tackle the alley house. On a vacant block, brick rustling goes undetected. Even when someone sees it happening, chances are good that the person will dismiss the work as legitimate — or simply not care. Those who do need to call 911 at every instance; some reported instances have indeed led to arrests of thieves.

In February, Alderwoman April Ford-Griffin (D-5th) responded to the situation on this block by ordering emergency demolition of all of the buildings, including the alley house. Demolition is nearly complete. Who can blame her? With no hope for the buildings, their condition posed a public safety hazard as well as a sign of neglect. No one wants to live near the spectacle of a group of rustled buildings — it’s a frightening sight, one that drives visitors and homeowners alike to prettier places. The rewards of rustling to the thieves are small and immediate, but the reward to anyone wanting to buy out more residents of St. Louis Place is large and enduring.

The irony is that under the Distressed Areas Land Assemblage Tax Credit, McKee can receive tax credit money for the emergency demolition work that Alderwoman Ford-Griffin ordered, should he pay his bills before applying. Demolition work is reimbursed 100% by the credits. Attractive nuisances, indeed.

Public Forum on Large Scale Development in North St. Louis

PUBLIC FORUM ON LARGE SCALE DEVELOPMENT IN THE NEIGHBORHOODS OF JEFFVANDERLOU, ST LOUIS PLACE, AND OLD NORTH ST LOUIS

The neighborhood impact of vacant properties and rebuilding our community

A public forum will be held in the auditorium of Vashon High School at 3035 Cass Avenue on Thursday, August 30th at 6 p.m. The forum is co-sponsored by Alderwoman April Ford-Griffin (Ward 5), Alderwoman Marlene Davis (Ward 19), Rep. Jamilah Nasheed (District 60) and Rep. Jeanette Mott Oxford (District 59).

This forum will be an opportunity for residents, business owners, developers, neighborhood stabilization officers and other city services workers, and state and local elected officials to come together to discuss development in the community.

Topics will include:
– concerns over large numbers of vacant buildings and parcels being held by developers, including the reported 40 acres owned by Paul McKee
– ways area residents can influence state and local laws and policies, including the Distressed Areas Land Assemblage Tax Credit being considered in Special Session by the General Assembly
– and ways to make each block a safer and more pleasant place to live

The goals of the evening are:
– To give area residents an opportunity to voice their concerns
– To make progress toward a consensus on how to improve neighborhood safety, stimulate the local economy, and rebuild the community

Facts About Paul McKee’s North Side Properties

What we know about the Blairmont companies

Paul J. McKee, Jr., is a developer who is chairman of McEagle Properties LLC (636-561-9300), a company specializing in large-scale planned mix-use developments, including Winghaven in St. Charles County. McEagle has never undertaken a project in the city of St. Louis. McKee is also vice chairman of BJC Healthcare, board member of Enterprise Bank & Trust Company and a board member of the National Privatization Council.[1]

The first of McKee’s north side holding companies was incorporated in June 2002. Ten separate companies acquiring property in the Near North Side have been traced to McKee: Blairmont Associates LC, VHS Partners LLC, Sheridan Place LC, N&G Ventures LC, Noble Development Company LLC, MLK 3000 LLC, Allston Alliance LC, Dodier Investors LLC, Babcock Resources LC and Path Enterprise Company LLC.[2] McKee’s companies are represented by Eagle Realty Company (314-421-1111).

An unprecedented scale of acquisitions

Purchases began in June 2003 and continue to this day.[3] The total number of parcels in north St. Louis owned by these companies was 662 at the end of June 2007.[4] The companies own property on over 150 different blocks.

The holding companies has purchased land from private individuals and churches as well as the Board of Education. His companies have not purchased land from the city government. Early purchases consisted largely of vacant properties, but most purchases since 2006 have involved occupied houses. In February 2007 McKee stated he was only interested in acquiring “abandoned buildings in the unpopulated areas of north St. Louis.”[5] Since that statement, he has continued to purchase occupied buildings.

Neighborhoods affected include all of Old North St. Louis, all of St. Louis Place and most of JeffVanderLou. The project includes most of the 5th Ward, a significant section of the 19th Ward and a small number of scattered parcels in the 3rd and 6th wards of the city of St. Louis. The project lies within the 58th and 60th Missouri Legislative Districts as well as in the 5th Missouri Senatorial District.

The properties are located within the boundaries of three national historic districts (Murphy-Blair, Mullanphy, Clemens House-Columbia Brewery) and include properties that contribute to at least two potential historic districts.

A record of neglect

The holding companies only purchase vacant properties, insisting that tenants in occupied buildings be evicted prior to sales.

The holding companies have failed to maintain his properties, causing city government to spend over $260,000 since 2004 to maintain their properties (the St. Louis Post-Dispatch reports that the companies still owe $37,000 of this figure to the city).[6] These properties have been cited for hundreds of healthy and safety code violations, and one of his companies was even sued by the Building Division.[7] Many are located adjacent to rehabilitated or newly-constructed homes, and homeowners have repeatedly complained about adverse affects. In some cases, Blairmont owns one or two vacant properties on blocks that are full of occupied buildings or near elementary schools (Ames and Columbia).

A record of secrecy

McKee’s companies have yet to release plans, concepts or ideas about any planned development to the public, or to the aldermen who represent the affected area. While surrounding his plans with secrecy, he is asking for one of the largest tax credits in Missouri history to subsidize continued purchases. After residents of north St. Louis uncovered McKee’s identity, he issued a public statement saying that he was “surprised that citizens wanted to broadcast who was behind the acquisitions” that have damaged their communities.[8] Despite recent attention, Paul McKee still refuses to directly answer questions from the press and elected officials about his plans.

Impediment to development

The holding companies tie up an inventory of neglected historic buildings that they are unwilling to sell to interested potential homeowners. Holdings are often located adjacent to properties that are being renovated. Significant rehabilitation work is underway in Old North St. Louis and St. Louis Place in particular, where remaining buildings are difficult to find for future home and business owners. Properties owned by McKee are preventing people from investing in the future of these areas. Vacant properties generate minimal tax revenue and economic activity, while rehabbed buildings create immediate economic impact.

Legislators Host Press Conference and Tour of Near North Side Neighborhoods

State Representatives Jeanette Mott-Oxford (D-59th) and Jamilah Nasheed (D-60th) are hosting a press conference and tour tomorrow, Thursday August 16, to showcase the how properties owned by developer Paul J. McKee, Jr. on the north side have created detrimental conditions within and served as an impediment to the ongoing development of the JeffVanderLou, St. Louis Place and Old North St. Louis neighborhoods.

This is your opportunity to hear from the persons who know this issue best, elected officials and residents of the 5th and 19th wards. Alderwoman April Ford-Griffin and Alderwoman Marlene Davis will be on hand to share information about the McKee properties and redevelopment efforts underway in their wards. The event starts at a tent at 2950 Montgomery at 10 a.m., where elected officials and residents will make statements. A bus tour of the wards begins at 10:30 a.m..

Here are directions to the meeting site: From I-44 or Highway 40, take the Grand exit and go north. From I-70, take the Grand exit and go south. Montgomery is one block south of St. Louis Avenue. Go east on Montgomery to the tent and bus at 2950. Call 314-775-8940 if you need further directions.

McKee to Rehab Clemens House?

A recent post on Urban St. Louis about the James Clemens House caught my attention:

A co-worker and I were out on the north side this morning and since he had his camera with him we decided to get some pics of the place. When we got there a man was walking around the property looking it over and talking on a cell phone. He asked who we were and said he was talking to the property owner who wanted to know who we were and why we were there. I took the phone and explained that we were just taking pictures. I asked if he really was the owner and he said that he was. I asked what he was planning to do with the place. He said he was going to rehab it. That he was accepting bids and that the work will begin in September.

Latest Brick Rustling Casualty in St. Louis Place

In the last two weeks, brick rustlers have reduced this Romanesque Revival two-flat at 2318 Howard Street to the tell-tale mess of sagging floors supported by internal walls. The four brick walls are completely gone, with the bricks taken to one of the yards that gladly fence bricks stolen from the north side. Some veneered McMansion in the Phoenix suburbs could end up with a thin face of brick taken from this house to raise money for rent, crack cocaine or any number of other needs and desires. I took the photograph above last summer; the building was remarkably intact

The building stands (barely) on city block 2318, bounded by Howard on the north, 25th on the west, Mullanphy on the south and 23rd on the east. This is two blocks north of the former Pruitt-Igoe housing project site in an area of St. Louis Place that resembles

Teens Learning About, Producing Media in Old North St. Louis

Hopefully people are following along with the blog entries produced by the teenagers who are taking part in the Adventures in Media Teen Program. Sponsored by the Urban Studio, Trailnet and KDHX, Adventures in Media is a two-week program that examines the role of media in our dietary practices to demonstrate the nuts and bolts of how media is produced. Sessions take place at the Urban Studio, 2815 N. 14th Street in Old North St. Louis, as well other locations on the near north side. The Urban Studio is basically a storefront space reclaimed by imaginative neighborhood residents interested in using creativity to shape and strengthen community. It’s one of the many bright spots making the near north side a lively and changing place to live.

One of the other places, the New Roots Urban Farm in St. Louis Place, is a logical part of this program. There, the teens learned a lot about the healthy, local organic food that isn’t often promoted through mainstream media.

As part of the program, the teens are making some media of their own — daily blog entries with photographs that chronicle this summer’s experience.
